Bring a large pot of well-salted water to a boil. In a saute pan, heat the olive oil over medium heat. Begin cooking the spaghetti.
While it's cooking, add the garlic to a pan with just enough heat to make it sizzle gently. Crush the red pepper flakes into a bowl. Add 1 cup of pasta water and a pinch of salt when the outside edges of the garlic begin to brown. Continue to cook, shaking the pan to create an emulsion, until the oil and water mixture has lost its tough raw garlic flavor.
When the pasta is al dente, drain it and add it to the pan, tossing to coat with the chopped parsley and romano cheese. Serve right away.
