Cover the pepper with plastic wrap in a heat-proof mixing bowl. As the pepper steams, the skin will relax, and once it has cooled slightly, you can simply remove it with your fingertips. We find it easier to do this when the water is running.

If you don't have access to a gas grill, you can brown the peppers under the broiler, just like you would tomatoes. In this scenario, leaving the peppers whole and flipping them every few minutes until the skin is blackened is the best option.
